各学院、附属医院、博士后创新实践基地：
根据全国博士后管委会《2020年博士后国（境）外交流项目申报指南》相关要求，现将2020年度“博士后国际交流计划引进项目”申报有关事项通知如下：
According to《Guidelines for the application of Postdoctoral International Exchange Program in 2020 》 by the Office of China Postdoc Council (OCPC)，Now notice is as follows.
一、项目内容（Program introduction）
博士后国际交流计划引进项目资助优秀的外籍（境外）和留学博士来华（回国）在国内博士后设站单位从事博士后研究工作，为期2年。资助经费由全国博士后管委会办公室、博士后设站单位共同承担。其中全国博士后管委会办公室资助每人每年20 万元人民币，博士后设站单位配套资助每人每年10 万元人民币，包括在华从事博士后研究期间个人的生活开支、住房补助、社会保险及来华往返国际旅费等。2020年度计划资助400人。
The Postdoctoral International Exchange Program is targeted at excellent international young scientists holding a PhD degree (also including those Chinese based in Hong Kong, Macao and Taiwan of China, as well as young Chinese received a PhD degree abroad and not yet returned to China by the time of application) pursuing postdoctoral research in a Chinese university/institution. The selected candidates would be co-funded for two years, by the Office of China Postdoc Council (OCPC) and the host institution: an allowance of 200,000 RMB each year shall be provided by OCPC and another 100,000 RMB per year by the host institution/group, which would be used for covering the individual living expenses related to their stay in China, including housing allowances, social insurance and round-trip international travel expenses etc.
400 postdoctoral fellows shall be supported in this program in 2020.
二、申请条件（Eligibility）
1.年龄一般不超过35周岁，思想品德端正，身体健康。
1. The applicants shall be under 35 years old with good healthy condition.
2.申请人须为近3年内获得博士学位的外籍或留学回国博士。
2. The applicants shall be foreign nationals or defined Chinese as above, who have obtained a doctoral degree within the recent three years.
3.申请人博士毕业学校应为世界排名前100名的高校，或者其博士学位所属学科排名全球前100 名（以当年度最新上海软科世界大学学术排名Academic Ranking of World Universities、泰晤士高等教育世界大学排名Times HigherEducation World University Ranking、QS 世界大学排名QS World University Rankings、U.S.News 世界大学排名U.S.News & World Report 为参考）。对“一带一路”沿线国家的申请人，条件可放宽至博士毕业学校为本国排名前3名的高校。根据中德博士后交流项目合作框架，在德国获得博士学位的留学人员或外籍博士，如获得德国亥姆霍兹联合会正式推荐可申请本项目，不受学校或专业排名限制（联系方式：德国亥姆霍兹联合会驻北京办事处何宏010-65907866, hehong@helmholtz.cn）。
3. The applicants shall have obtained their doctoral degrees from a university in the Global Top 100 University List; or the research discipline in the department/faculty for PhD degree is ranked in the Top 100 discipline list (checking the latest information from Shanghai Ranking's Academic Ranking of World Universities, Times Higher Education World University Ranking, QS World University Ranking and U.S.News & World Report as reference). For applicants from countries located along the “One Belt and One Road” region, the applicants shall have graduated with doctoral degrees from the top 3 universities of their country. According to the Framework of Cooperation for Sino-German Postdoctoral Exchange Fellowship Program,, European or Chinese applicants with PhD degrees from Germany, the requirement on university ranking or discipline would be not necessary, in case they are supported by a formal recommendation from Helmholtz Association, (Contact: Dr. HE Hong, Beijing Office of Helmholtz-Association,010-65907866, hehong@helmoltz.cn).
4.申请人联系并获得南方医科大学推荐（工作站进站人员需依托工作站申报）。

5.能够保证在华从事博士后研究工作不少于20个月。
5. The successful applicants shall conduct research activity for at least 20 months in China for the two-year postdoctoral program.
6. 申请本项目前已取得突出的研究成果。
6. The applicants shall have an excellent academic record before applying for the project.
7.非英语国家的人员应具有良好的中文（或英文）听、说、读、写能力。
7. Applicants from non-English speaking countries must have sufficient proficiency in listening, speaking, reading and writing of Chinese or English.
8.国内在职人员不能申报本项目。申请人受本项目资助期间须全脱产从事博士后研究。
8. Those Chinese researchers having full employment are not eligible for this program; all the funded researchers shall conduct full-time postdoctoral studies during the two-year project.
9.此前未获得过博士后国（境）外交流项目或博士后创新人才支持计划资助。
9. The applicants shall have not yet been supported by another OCPC international postdoctoral fellow program or postdoctoral innovative talents supporting program.
10.符合上述1-9款条件，在每批次申报截止日期前（4月15日第一批，9月15日第二批），进站时间未满6个月的在站博士后研究人员可以申请本项目。
10. In line with the above conditions,postdoctoral researchers, who have been in the station for less than 6 months before the deadline for declaration of each batch, can apply for this project.
三、申报及遴选程序（procedure）
（一）个人申请（Individual Application）
申请人于1月15日至9月5日期间登录中国博士后网站“国外境外交流项目”申报系统，填写相关信息，上传《博士后国际交流计划引进项目申请表》（附件1）及主要证明材料电子扫描件，并将纸质申请材料（申请材料需合订成册，一式2份，A4幅面，左侧装订，加封面、目录）报送合作导师所在单位，申请第一批资助者需在4月3日前提交，申请第二批资助者需在9月4日前提交。
The applicant can log on the Chinese postdoctoral website（http://bg.chinapostdoctor.org.cn/V3/InterCommunion/Login.aspx ），register and fill in information，upload 《Postdoctoral International Exchange Program Application Form for Incoming Postdoctoral Students》（Appendix 1）and scanning copy of supporting materials,then submit the paper application materials (the application materials shall be bound in a volume, in duplicate, in A4 format, bound on the left, with cover and catalogue) to the Collaborating mentor unit. The first batch is due on April 3, and the second batch is due on September 4.
主要证明材料包括（supporting materials including）：
1.有效身份证件复印件（外籍人员提交护照复印件）。
1. Copy of valid ID card or passport
2.博士学位证书。应届博士毕业生如还未进行答辩，可先进行申报，在办理进站手续时提供博士学位证书。
2.Certificate of doctor’s degree
3.《申请表》中列出的主要科研工作及学术成果证明材料。
3.Main scientific research work and supporting materials of academic achievements listed in the application form
（二）学院、附属医院初审（Preliminary examination of college and Affiliated Hospital）
各学院、附属医院对本单位申请人纸质版申报材料进行审核（证明材料复印件需加盖公章和与原件相符章，审核人签字），填写《博士后国际交流计划引进项目申报汇总表》（附件2），领导签字并加盖公章，于2020年4月7日，和9月7日前将纸质版和电子版申报材料报送至学校人事处博管办，逾期不再受理。
（三）学校审核、推荐（review and recommendation by SMU）
学校审核申请材料，在纸质《申请表》中填写单位推荐意见，并登录“国外境外交流项目”申报系统完成网上审核提交，同时在线生成《博士后国际交流计划引进项目申报汇总表》。
（四）遴选方式（Application Timeline）
自2020 年起，试点对世界排名前30 名的高校（申报系统中已列出）的留学回国和外籍拟进站的博士毕业生，采取“个人申请、单位推荐、先到先得、直接资助”的遴选方式。本年度计划资助100 人（其中留学回国人员50 人、外籍人员50 人），资助名额用完即止。对未获得直接资助的申请人员，全国博士后管委会办公室、中国博士后科学基金会将分两批次组织专家评审（第一批次截止日期为4月15日，第二批次截止日期为9月15日）。获选结果拟于5 月、10 月分两批次公布。
Since 2020, the OCPC has adopted the selection criteria of "individual application, the host institutes recommendation, apply first decide first, direct funding" for the doctoral graduates from the Top 30 universities in the world (listed in the application system). This year, The OCPC plans to subsidize 100 people (including 50 returned students and 50 foreigners), until subsidized places are used up.
For applicants who are not directly funded, the OCPC will organize expert review in two batches (the first batch is due on April 15, and the second batch is due on September 15).
The results will be published in May and October respectively.
